Richard Davis's RICHARD DAVIS Investigator Before coming to Kolinsky & Associates, Mr. Davis served 25 years as the department's operations and personnel manager with the City of Durham, North Carolina. Mr. Davis directly supervised a technical and administrative staff responsible for EPA water quality & air quality permits compliance. Mr. Davis was responsible for both long- and short-term budget administration, personnel management and compliance with US Department of Labor, OSHA programs, along with compliance with US Department of Labor, Fair Labor Standards Act. During the latter years of Mr. Davis’s tenure with Durham, he principally served as the Hearing Officer for employee & management pre court grievance procedures. Mr. Davis’s experience with environmental issues provides a great resource for investigative needs in both water quality and land use issues. Prior to beginning his career with Durham, Mr. Davis served as a medic with the US Army’s 82nd Airborne Division. Mr. Davis achieved distinctive service through his selective assignment as a Dust-Off Medic, serving onboard a helicopter rescue team. After an honorable discharge he graduated with a Bachelor of Arts in Business Administration from North Carolina Central University and is a Graduate of Municipal Administration program from the University of North Carolina, Chapel Hill.
