Member Spotlight and Guest Speaker
Guest Speaker:
John Bilyk
Topic:
PI Agency Management Software Presentation
This lecture incorporates software into the process of managing PI operations. For the typical PI, your cases are solved through experience and routine procedures. As you grow your business your attention turns more towards finding operational efficiency. Operations Management defines a system to follow, tasks and procedures that allow a single PI, PI FIRM, whether 1 or 100, to confront repetitive procedures and automate routine functions. This will be a live presentation utilizing the CaseFacts Agency Management Software. By exhibiting the software and explaining the functions, the audience will get an example of a fluid operations process from case intake, assigning, managing, uploading, invoicing, delivering and collecting.
About the Speaker:
John has a B.S. in the Administration of Criminal Justice from West Chester University of Pennsylvania and earned his CFE Designation in 1995. He started his PI career in Florida in January 1982 with Claims Verification Incorporated (CVI). CVI grew to be one of the largest PI Firms in the US. In 1992 as a board member, John assisted in the creation and instruction of the first school in Florida to develop an Associate’s Degree program in Private Investigations. This program was offered at the Institute of Specialized Training and Management (ISTM). ISTM was later purchased in 2010, by City College and the PI A.S. Degree program remained in place. John started Claims Resource in 1997, and over the years went on to work and be licensed in 12 states across the country and Puerto Rico. In 2013, John started THE PI SCHOOL, a Florida Dept. of Education Licensed Institution organized to provide Florida Private Investigator applicants the mandatory 40 hour pre-licensing certification. In 2015, John authored two self-published books, “Case in Point” and “Claims Investigation Statement Manual”. In 2015, after 20 years of development, John released CaseFacts as an effective tool for PI Agencies looking to incorporate technology into their process. Today, John’s focus is advocating the use in technology to make PI Agencies more efficient and profitable. At the very least, you will leave John’s presentations with more information about software automation, its limitations as well as some ideas on how you may adapt some of the processes and better organize your agency.

Members Learning From Members
Welcome FALI Member
Jeff Shearer
who will introduce himself and his agency. . .
Jeff Shearer's broad and varied background gives him a unique ability to conduct a wide variety of investigations. His experience includes nearly 25 years of law enforcement investigation. However, his background in the business world gives him a broader view. Jeff has a knack for picking out anomalies in data. This ability has led him to believe that the small details make a big difference in a case. After graduating from the University of South Florida in 1987 with a degree in psychology, Jeff was selected to attend a year-long management training program with Sears, Roebuck & Company. Jeff had been working for Sears throughout college. After seven years at Sears, Jeff discovered his calling when he went on a ride-a-long with the Largo Police Department. Jeff attended the police academy as a Largo Police Recruit, after which he worked as a patrol officer. When he was promoted to detective, he developed a computerized gang intelligence program.
In 1998, after seven years at the Largo Police Department, Jeff moved to the Tampa Police Department. After a short stint in patrol, including time as a training officer, Jeff went to the Gang Suppression Unit and eventually the Narcotics Bureau, where he spent the better part of 10 years. During this time, Jeff authored a court-authorized wiretap, along with dozens of search warrants. His investigations led to the largest cocaine seizure in Tampa Police history – 285 kilograms of cocaine seized in McAllen, TX.
In 2009, he joined a new DEA task force, focusing on the diversion of controlled substances through physicians and pharmacists. These investigations led to dozens of federal arrests. After retiring from the Tampa Police Department in 2014, Jeff worked for a year as a contract investigator at the United States Attorney’s Office in the Middle District of Florida. In this capacity, Jeff conducted complex financial investigations and helped identify nearly $3 million in assets which were collected on behalf of victims. All of this experience gives Jeff a unique perspective in evaluating a criminal case. Throughout his career, he always tried to view his cases from the perspective of a defense attorney, looking for and correcting weaknesses. This perspective can greatly assist your defendants in maximizing their potential.
