Topic: Following the Paper Trail Jim has taught this class for over 30 years to reporters, journalism students, law enforcement and lawyers. Attendees will learn something new and some tricks they may not have known. Jim's investigative approach often helps take the “blinders” off of people and shows them there are a lot more avenues for research than they would expect. Subjects to be discussed include:
- Overview of the Florida Public Records and Sunshine Laws, including
how to make requests, exempted records and helpful online resources. - How to investigate a person
- How to investigate a business
- How to integrate proprietary databases like TLO and IRB into your research
- Investigative checklist of records/places to research
- Most underused public and investigative records

About the Speaker: Jim Leusner is a longtime investigator in Central Florida, spending nearly 30 years as a reporter at the Orlando Sentinel. He retired in July 2008 to form his own Orlando private investigation, research and media company, Jim Leusner Consulting LLC. He has been a licensed private investigator since 1996 and also worked as an investigator for a Tampa plaintiff’s law firm and its investigative-consulting arm from 2009 to 2014.
At the Sentinel, he was a special projects, legal affairs and criminal justice reporter, covering many high-profile local, state, national and international stories. Leusner is an award-winning, nationally known investigative reporter, lecturer and instructor. As a private investigator, he specializes in covertly locating and gathering information on civil legal targets.
During his reporting career, Leusner probed everything from the 1980 ABSCAM congressional scandal to the 2000 Florida election recount, the drug war, motorcycle gangs and homeland security. Other investigative subjects included defense contractors, police misconduct, land development, municipal bonds, college sports scandals and the history of Orlando’s tourist corridor. He chronicled right-wing militias, spies, serial killers, military and terrorism matters. Leusner also investigated two space shuttle disasters, and NASCAR safety and the death of racing legend Dale Earnhardt.
His assignments have taken him to the White House and the halls of Congress; CIA, FBI and DEA headquarters; aboard Coast Guard cutters and U.S. Customs Service radar planes; and to Florida’s Death Row. He reported on hundreds of trials and specialized in covering federal and state law enforcement agencies.
Leusner, 60, has lectured for three decades on investigative reporting, news reporting, public records and the law, media relations and ethics. He has addressed various journalism schools, media outlets, civic groups, law enforcement agencies and the Florida Bar, in addition to appearing on numerous local and national radio, television and cable documentary shows. And he has contributed to four journalism text books.
He graduated from the University of Florida’s College of Journalism and also attended Rutgers University.

as early as 5:00PM for early networking. Credit for CEUs for the Florida
Certified Investigators (FCI) will be issued for this meeting. Terry
Roffler, FCI, will be available at the meeting to discuss how to become a
Florida Certified Investigator (FCI) and the program. We
have in attendance as private investigators former and retired
investigative reporters, law firm in-house investigators, attorney,
insurance and adjuster field, medical field, Certified Public
Accountants, Computer Forensics, Polygraph, military, federal agents,
state and local law enforcement, and all aspects of the business world.
