FALI Area 12 meetings provide a great opportunity for investigators to network, hear relevant speakers and the opportunity to learn something new. Meetings will be held the second Monday of every month alternating between Jacksonville and St. Augustine.

Our guest speaker for the evening is highly-acclaimed former investigative reporter, Winston Dean.
Born and raised in Florida, Thad Toomer, aka, Winston Dean, has had close family ties to the First Coast since the early 1960s, giving him a unique historical perspective of Jacksonville and its politics. He is a graduate of Florida State University.
During his career in broadcast news, Dean built a solid reputation as an aggressive investigative journalist, spending 25 years reporting on politics, government, law enforcement and the courts in northeast Florida. He joined the First Coast News staff as Chief Investigative Reporter in 1991. Prior to that he was the chief investigative reporter for WJXT-TV 4 in Jacksonville for 8 years.
Over the years, Dean broke some of the biggest and most sensitive stories on the First Coast. In 1991, Dean became the first and only Jacksonville reporter ever awarded the coveted Investigative Reporters & Editors Scroll for exposing a conflict of interest involving the handling of hundreds of thousands of dollars in charity proceeds raised through televised auctions at Jacksonville's PBS station Channel 7. The IRE is based at the University of Missouri, one of the country's premier colleges of journalism. The national organization has more than 3000 members and each year awards top honors for the best investigative stories published or aired in America.
In 1993, Dean solved a 3 and-a-half-year old murder mystery in which a package bomb intended for someone else killed an innocent bystander. The series of investigative stories uncovered the one person who had the means, motive and opportunity to commit the crime and featured an exclusive interview with the suspect. Eighteen months later, after authorities had all but closed the murder case, a federal grand jury indicted the man. He was tried, convicted and sentenced to life in prison.
In 1995, the IRE again recognized Dean, this time as a national finalist for a series of reports that proved two men given natural life sentences for armed robbery were wrongly arrested, prosecuted and convicted. The investigative reports uncovered incontrovertible evidence of their innocence, including the actual perpetrator, who later testified on their behalf as they pursued and won motions for a new trial. Based on the results of the investigation, both men were released, after more than 20 years of incarceration.
In 2000, Dean earned Florida AP's Best Investigative Series award and another finalist nod from the IRE for "Condition Critical: Code of Silence." The series underscored the need for better scrutiny of dangerous doctors, in this case, the chief of cardiology of a major Jacksonville Hospital, who routinely operated on patients while drunk. Dean's investigation uncovered serious flaws in how doctors are policed by their peers, criminal cover-up...even DEATH in the O-R.
Since leaving broadcast journalism in 2003, Dean, under his real name of Thad Toomer...reinvented himself as a real estate professional and is currently working with Keller Williams Jacksonville Realty in Mandarin.
