ATTENTION: ACTIVE LEVEL (C Licensee) FALI MEMBERS This is the 2026 formal election notice to the FALI membership. If you are presently holding any elective office in FALI, and if you are planning to stand for re-election in 2026, or if you intend to run for another office, you must formally declare your candidacy. Please do so by sending me a statement to that fact, via email, U.S. Mail, or fax *no earlier* than Wednesday, April 1st and *no later* than 5pm on Friday, April 10, 2026. If you are not presently holding an elective office and if you desire to offer yourself for election, or if you desire to nominate someone to stand for election, then your statement of candidacy or nomination must be sent to me, via email, U.S. Mail, or fax, *no earlier* than Wednesday, April 1st and *no later* than 5pm on Friday, April 10, 2026. All candidates for office must meet the requirements as provided for in the FALI Constitution and Bylaws. We will once again be conducting the FALI election online. We have engaged a professional, third-party company, whose only business is conducting on-line elections, to host our electronic voting. Full details and voter instructions will be forthcoming soon. All nominees, and Board members must be an Active member in good standing for the last 12 months immediately preceding that election. A nominee or Board member may not be a member of any other professional investigative association whose primary office is located in Florida, and must have internet capabilities. Nominees for President shall have served on the Board of Directors for one (1) year within the prior three (3) years. 4.2 Nominations All candidates shall be nominated by Active members in good standing. The nomination period shall be for ten days. The dates for beginning and closing of nominations, which shall be publicized via email, the FALI Forum, and the FALI Listserv, shall begin at least thirty (30) days prior to the start of the FALI Annual Educational Conference. Nominations will be closed twenty (20) days prior to the first day of the FALI Annual Educational Conference, in order to provide ten (10) days for actual voting. Nominations will not be accepted from the floor of the general membership meeting. According to FALI Constitution;* ARTICLE V. ELECTED OFFICERS AND DIRECTORS The Board of Directors shall consist of the elected officers (president, vice president, secretary and treasurer) who shall not serve more than three (3) consecutive terms, and one area director representing each of the regions in the State of Florida who shall be elected by ballot (including absentee ballots received prior to elections) for a one (1) year term or until their successors are elected. Should the president’s position go unfilled at the end of three (3) consecutive terms, the Board of Directors may authorize, by majority vote, the termed-out president to fill the vacancy by election for one additional year but cannot exceed two years. *These are only excerpts from the FALI Constitution and FALI Bylaws which can be found on FALI’s website under the "About FALI” section.

Crime Scene Inspection & Analysis: An Interactive Learning Experience
The Defense Perspective

Thursday, April 30th
Phase 1: Classroom Session, 1:00pm-2:30pm
The experience begins with a training session focused upon the fundamentals and “Best Practices” as it relates to a crime scene inspection but from the nuanced defense perspective. The unique questions and issues presented to the defense investigator as an “agent of counsel” are discussed. What are the limitations of the defense investigator? The question of inspecting and possibly collecting physical evidence as a practice and policy is something that the defense investigator and defense counsel must always consider. The investigator as an agent of counsel is the frontline contact to such evidence and must also be well equipped to deal with such questions. The monumental task of defending the 6th Amendment demands nothing less.

Phase 2: Interactive Scene Inspection, 2:30pm-4:00pm
The second phase of the training involves an interactive onsite inspection of the Crime Scene. A case scenario from the defense perspective is provided to support the crime scene examination and post analysis. The assignment is defined via an investigation request from defense counsel. The training participants are provided with specific questions and defined objectives. Access to the crime scene is provided for inspection, analysis and comparative study. The training participants are required to pursue and document the answers via observation and deductive reasoning, supported by facts and evidence identified at the scene. An instructor is available to provide access to the interactive scene as well as facilitate the learning experience.

Then during the Conference Opening Session on Friday, May 1st

Phase 3: Post Inspection Discussion 9:00am-10:30am
The post inspection classroom session is supported by a presentation reflecting images and diagrams of the scene. The 90-minute session will discuss the observations and findings of the training participants. The training participants will be organized into small groups to discuss and share observations and hypotheses prior to the instructor led group discussion and presentation.

Educational Scholarship

On a yearly basis, FALI provides, two (2) $500.00 educational scholarships to those who exhibit academic excellence, in a degree program focusing on, or complimenting, the private investigative profession. Each year the announcement of the Scholarship is sent to all universities, and colleges, throughout the State, who offer the programs that qualify.

Applicants do not have to be FALI members.

We invite FALI student members, and members who have college students who would qualify, to obtain the application now, before it is announced to the academic community.

FALI Hurricane Relief Fund

The last month brought two major hurricanes and historic flooding to Florida and beyond. Hurricanes Helene and Milton left paths of destruction and loss. We know of several FALI members who have had severe damage to their homes and have lost most of their belongings. As recovery efforts progress, the FALI Board has voted to establish the FALI Hurricane Relief Fund to assist members affected by the storm as they rebuild. Your contribution, no matter the size will help alleviate some of the expenses related to evacuation, essential supplies, lost food, and housing displacement challenges due to storm damage. Thank you for your support of our FALI family and for being an integral part of our collective effort.

State of Emergency: Governor Desantis
The Governor’s Executive Orders 24-214 & 215 declaring a state of emergency for sixty days in 51 counties has triggered the provisions concerning temporary authority for out-of-state security licensees during declared emergencies contained in Rule 5N-1.120, Florida Administrative Code. I have attached the Governor’s Executive Orders 24-214 & 215 and Rule 5N-1.120 for your review.

It is important to note, the Governor’s Executive Orders 24-208 & 209 relating to Hurricane Helene that previously declared a state of emergency in 61 counties are still in effect. The 6 counties that were not included in the Governor’s Executive Orders 24-208 & 209 are now included in Executive Orders 24-214 & 215. These counties are:

* Broward
* Indian River
* Martin
* Miami-Dade
* Palm Beach
* St. Lucie

Emergency Order: Commissioner Simpson
In response to the catastrophic damage caused by Hurricane Helene, Commissioner Simpson has issued Emergency Order 2024-010. Contained in Emergency Order 2024-010 is the suspension of all chapter 493 license renewal deadlines, late fees, and duplicate license fees from September 26, 2024 through November 10, 2024. I have attached the Commissioner’s Emergency Order 2024-010 for your review.

Please be aware Emergency Order 2024-010 only encompasses the 61 counties contained in Governor’s Executive Orders 24-208 & 209 relating to Hurricane Helene and it does not suspend the requirement for Class “G” licensees to provide 4 hours of annual firearms requalification.

Nominations will be closed twenty (20) days prior to the first day of the FALI Annual Educational Conference, in order to provide ten (10) days for actual voting. Nominations will not be accepted from the floor of the general membership meeting. According to FALI Constitution: ARTICLE V. ELECTED OFFICERS AND DIRECTORS The Board of Directors shall consist of the elected officers (president, vice president, secretary and treasurer) who shall not serve more than three (3) consecutive terms, and one area director representing each of the regions in the State of Florida who shall be elected by ballot (including absentee ballots received prior to elections) for a one (1) year term or until their successors are elected. Should the president’s position go unfilled at the end of three (3) consecutive terms, the Board of Directors may authorize, by majority vote, the termed-out president to fill the vacancy by election for one additional year but cannot exceed two years.
