Richard Davis came to Andrews International and Kolbinsky & Associates Inc. in 2008 as an investigator and has served in a variety of assignments. He has proven to be an excellent asset in areas of solo surveillance, identity theft, financial fraud investigation, missing persons and asset location. Mr. Davis worked recently with a major client providing on-site security & human resource consultation during the company’s reduction of force initiative. Mr. Davis’s years serving as a human resource manager provided the necessary guidance to insure a smooth transaction for both the employees and management during the difficult organizational downsizing assignment.
Before coming to Andrews International, Mr. Davis served 25 years as the departments operations and personnel manager with the City of Durham, North Carolina. Mr. Davis directly supervised a technical and administrative staff responsible for EPA water quality & air quality permits compliance. Mr. Davis was responsible for both long and short term budget administration, personnel management and compliance with US Department of Labor, OSHA programs, along with compliance with US Department of Labor, Fair Labor Standards Act. During the latter years of Mr. Davis’s tenure with Durham, he principally served as the Hearing Officer for employee & management pre court grievance procedures. Mr. Davis’s experience with environmental issues provides a great resource for investigative needs in both water quality and land use issues.
While working with Durham, Mr. Davis served law enforcement in North Carolina as a sworn Deputy Sherriff for Alamance County, Sherriff’s Department. While working there, he participated in street level narcotics intervention and investigation, and was directly involved in undercover campaigns resulting in numerous arrests. He achieved certification in many DEA sponsored training programs and led Alamance Counties’ efforts as an aerial spotter for drug growing activities. His direct participation in joint programs with the North Carolina National Guard resulted in millions of dollars of drugs confiscated.
Prior to beginning his career with Durham, Mr. Davis served as a medic with the US Army’s 82nd Airborne Division. Mr. Davis achieved distinctive service through his selective assignment as a Dust-Off Medic, serving onboard a helicopter rescue team. After an honorable discharge he graduated with a Bachelors of Arts in Business Administration from North Carolina Central University and is a Graduate of Municipal Administration program from the University of North Carolina, Chapel Hill.
Mr. Davis continues his personal development by recently upgrading his certification as a pilot. He recently attained a commercial pilots rating, and is instrument certified in both single engine and multi engine airplanes. Mr. Davis maintains a multiengine airplane that allows him quick deployment to areas not served by commercial airlines.
